 * 1/2 tsp Baking Powder
 * 1/2 c Cocoa
 * 1 c Milk
 * 1/2 c Oil, Canola
 * 2 1/2 c Flour
 * 1 1/2 tsp Baking Soda
 * 1 c Sugar, White
 * 1/2 tsp Vanilla
 * 1/2 tsp Salt
 * 1/2 c Shortening
 * 1 c Sugar, Confectioners
 * 1 c Marshmallow Cream
 * 1/8 tsp Vanilla
 * 1/8 c Milk

== Instructions ==
 1. Mix all ingredients.  Drop by teaspoonful on ungreased cookie sheet.  Bake 5 minutes.
 1. When cool, spread filling between two cookies.
 1. Filling ingredients (last 5 ingredients):  Shortening, powdered sugar, marshmallow creme, vanilla, milk
