Oven: 350 degrees F. 1. Mix together flour, baking soda, cream of tartar and salt (if desired). 1. With mixer, beat together shortening, butter, 1 1/2 cups sugar, eggs and vanilla extract. Add flour mixture and blend until smooth. 1. Mix the 3 tablespoons sugar with the cinnamon in a small bowl. Roll the dough, by hand, into 1 1/2-inch balls. Roll the balls in the cinnamon sugar. Place on ungreased cookie sheets about 2 inches apart. Bake until light brown, but not hard, about 12 minutes.
